This is the moment when Sam has finally confessed his love for Frodo. He had wanted to do so before, but was afraid that he would not be able to manage it. By the time he had finally got up the nerve, Frodo was already dead. Sam was able to confess his feelings and he is now able to express his love for Frodo as well as with a look at his hand as a sign of friendship and as a symbol of their bond.
